Dr. Emmanuel Matan (widely known in the industry as Manny Matan) is the  Managing Director of Matan International Group, which he established in 1984 as Matan & Partners Limited.  He attended Bolton Institute of Technology, Liverpool JM University and the University of Manchester in UK. He started his career with the Mersey Docks & Harbour Board, followed by 12 years at senior level with Parkman Consultants from where he joined the Merseyside Development Corporation as the Principal Engineer for the development of the Liverpool International Garden Festival, Albert Dock, South docks and Birkenhead designated areas. Dr. Matan is a Chartered Engineer with considerable management and business experience. He is a Fellow of the Institution of Mechanical Engineers, Fellow of the Institute of Marine Engineering, Science and Technology, Member of the Institution of Civil Engineers, Fellow of the Chartered Management Institute and holds a Master of Science Degree in Management Sciences from Manchester University and Ph.D. in Environmental Engineering. Dr. Matan has considerable practical experience both in private sector and public sector organisations and on the board of a number of charity/voluntary organisations. He has undertaken many innovative and technically demanding projects in UK and overseas including major World Bank funded projects in developing countries.  He is an author and presenter of technical papers at National and International Conferences, and occasionally appears on television on major public issues. He is an inventor, and his pioneering works in the field of engineering, environment, and management include:

  • The use of oil hydraulic in marine engineering for dock machinery which Dr. Matan pioneered at Liverpool Docks in U.K., and the design of the first top-strut steel dock gates. These are now used throughout the world.
  • Use of water jet nozzles (hovercraft principles) in dock caissons.
  • Development of unmanned water treatment and sewage treatment works and pumping stations.
  • Under floor slab gas venting systems for the development of landfill sites, and environmental monitoring.
  • Use of low CV landfill gas for commercial electricity power generation. First developed by Dr. Matan at the Liverpool International Garden Festival site in UK, using modified Caterpillar gas engines.

The Photograph shows the world famous '3 Graces' at the Pier Head by the River Mersey in Liverpool. These buildings are Grade I listed buildings and the whole water front area is a World Heritage Site.

Dr. Matan started his career at the Mersey Docks & Harbour Board at the Port of Liverpool Building (on the Right); then joined Parkman Consultants at the Cunard Building (in the middle); followed by a move next door to Merseyside Development Corporation at the Royal Liver Building, and remained there after setting up Matan & Partners Limited.
